President Donald Trump declared a state of emergency that would free up $50 billion for the testing and care of the rising number of coronavirus cases in the U.S. in a tight election year battered by financial collapse.

“Two very big words,” he said after declaring the national emergency. Trump also outlined a public-private partnership in testing. Stocks gained the most since 2008.

House Speaker Nancy Pelosi said she’d drafted a bill with free testing and 14 days sick leave. The Senate will vote next week.
