Duluth Mayor Emily Larson has selected Noah Schuchman to serve as the city’s next chief administrative officer, pending his anticipated confirmation by the Duluth City Council Monday.
Schuchman has worked the past 15 years for the city of Minneapolis, where he served most recently as director of regulatory services, managing a department of nearly 200 people.
If his appointment is approved, Schuchman will succeed David Montgomery, who recently retired from the city’s top administrative post following more than nine years of service.
In a statement, Larson said: “I am extremely proud to welcome Noah to our team. Throughout each step of the hiring process, his sharp focus, organizational curiosity and track record of specific customer-focused outcomes was incredibly impressive. He is a deeply dedicated leader who brings a broad balance of skills, experience and energy that will truly serve the city of Duluth.”
Schuchman also offered a written comment, saying: “Duluth has always been one of my favorite cities, and I am excited to share my passion for public service and professional experience in this critical role. Throughout the hiring process, I have been impressed by the work of the city of Duluth and the staff and look forward to working with Mayor Larson, joining the team and making Duluth my home.”

Duluth will host a reception, where members of the public can meet Schuchman from 8 to 9 a.m. Thursday in the mayor’s reception room on the top floor of City Hall, 411 W. First St.
