Lisa insists she’s both homeless and quite happy.

Her home is a tarp-covered tent deep inside a wooded area off South Front Street, less than a block from Shipoke, one of Harrisburg’s most coveted addresses. Across the street from the hidden encampment, people stroll the Greenbelt and take in expansive views of the Susquehanna River. Just south is PennDOT’s customer service center. High above, Interstate 83 carries busy people rushing to do a million different things.
