RANDOLPH, NH — The 23-year-old truck driver whose license was revoked after a drunken driving charge was also high the night he crashed into seven motorcyclists in New Hampshire, killing them all, according to a report Thursday. The Boston Globe obtained a federal report into the June 21 crash and investigators said Volodoymyr Zhukovskyy was high on a narcotic or amphetamine and reaching for a beverage at about 6:30 p.m. when he hit the riders on Route 2 in Randolph.

A month before the crash, Zhukovskyy, of West Springfield, Massachusetts, was charged with driving under the influence of alcohol in Connecticut, which triggers license revocation. Connecticut officials notified the Massachusetts Registry of Motor Vehicles but the agency "failed to act" and process the revocation, according to Gov. Charlie Baker. Zhukovskyy continued to drive and was working for Westfield Transportation at the time of the crash.
