Woman: Hand-licking former UN Security Council president raped me twice

A Rwandan woman says she was raped twice by a United Nations ambassador — who allegedly licked her hand and made other creepy advances before having his way with her in a Manhattan hotel, according to a new lawsuit.

The then-21-year-old accuser says she was working as a summer intern for the UN when Eugene-Richard Gasana — Rwanda’s permanent rep at the time and a president of the Security Council — set upon her in 2014.

The 56-year-old Gasana, who has since been removed from his position, allegedly assaulted the woman on two different occasions between June and July of that year, her suit says.

Gasana first invited the victim to the Millennium Hilton Hotel — or One UN Plaza — for dinner and eventually convinced her to go upstairs to what looked like a meeting room, but turned out to have a bedroom behind it, according to the court papers.

There, the hulking 6-foot-5, 250-pound man allegedly raped the 5-3, 135-pound woman. But she didn’t report him because she was “too terrified” and feared that Gasana “would harm her or take action against her family back in Rwanda,” the suit says. The woman also knew he had diplomatic immunity.

Weeks later, Gasana targeted her yet again — with the second alleged rape going down on July 11. It was not immediately clear why the woman waited until now to file the lawsuit.

Gasana left his job in August 2016, and last year was granted permanent US residency.

His accuser’s lawyers, Steven Cash and Debra Soltis, told The Post she has “fully cooperated with the Manhattan DA’s Office,” which is investigating the claim.

Prosecutors declined to comment Friday.

“Our client has shown tremendous courage in coming forward,” Cash and Soltis said. “She has placed her trust in the US justice system. Her complaint speaks for itself, and we are proud to represent her.”

A working phone number could not be found for Gasana on Friday.

The Rwandan Permanent Mission to the UN, which is not named in the suit, did not return a request for comment.
