New Rochelle PD Releases Video Of Fatal Police Shooting

Kamal Flowers was shot and killed after he ran from a traffic stop and attempted to fire a weapon at an officer, police said.

NEW ROCHELLE, NY — The same day that the state attorney general said her office would not be investigating the police killing of Kamal Flowers, the New Rochelle Police Department release surveillance video that they said shows the events surrounding the fatal shooting Friday night. That was when a car the police department had been on the lookout for was stopped for a traffic violation.

The first of six videos shows the car in which Flowers, 24, of New Rochelle, was a passenger being stopped, someone getting out and running and a police officer running after that person. The car is seen driving off.

The final video shows someone being chased, a struggle and someone falling to the ground, after which more vehicles drive up.

Police said Flowers got out of the car and ran. He was pursued by a police officer who tried to use a stun gun on him.

The stun gun didn't work and, police said, Flowers drew a handgun, pointed it at the officer and attempted to fire the weapon. Flowers was shot by the officer, according to authorities.

In an audio recording of the incident, released earlier by the police department, an officer can be heard saying, "He's got a gun. He's got a gun."

Shortly after that, someone is heard saying that they had the gun.

Flowers was pronounced dead while being taken to a hospital.

A Ruger 9mm handgun, magazine and rounds were found, police said.

New Rochelle police do not have body cams, and the vehicles they were in that night were unmarked and did not have dash cams.

State Attorney General Letitia James' office said Tuesday that she was not going to investigate the death of Flowers.

The executive order that appoints the attorney general as a special prosecutor in the deaths of civilians caused by law enforcement officers applies only to the deaths of unarmed civilians or civilians for whom there is a question about whether the person was armed and dangerous when killed by officers.
