Gary St. Hilaire to Lead Horizon Blue

Horizon Blue Cross Blue Shield of New Jersey has picked Gary St. Hilaire to succeed Kevin Conlin as the company’s next president and chief executive officer.

Conlin, who is now the Newark, New Jersey-based carrier’s chairman, president and CEO, will continue to be the company’s chairman, Horizon Blue said today.

St. Hilaire has been the president of Capital Blue Cross in Harrisburg, Pennsylvania since 2010.

Capital Blue provides health coverage for about 1 million people in central and eastern Pennsylvania.

Horizon Blue provides coverage for about 3.8 million people and says it wants to shift from a nonprofit charitable health insurance company charter to a not-for-profit mutual holding company charter.

Horizon Blue says that, after giving up the president and CEO titles, Conlin would focus on the corporate structure change.

St. Hilaire will take over as Horizon Blue’s president and CEO April 6, the company says.

St. Hilaire went to Southern New Hampshire University. He started out as a vice president and corporate controller at Healthsource Inc. in New Hampshire, then served for about four years as the chief financial officer at Blue Cross Blue Shield of Massachusetts.

He has been an executive at Capital Blue since 2005.

The board of Capital Blue says it has named Todd Shamash to be Capital Blue’s acting CEO.

Shamash is now Capital Blue’s general counsel. He previously was the deputy chief of staff for the Pennsylvania governor’s office.
