The left-back is keen to join Arsenal and test himself in the Premier League but the London club's opening bid of £15million has been rejected as the Scottish champions hold out for a fee closer to their valuation.
Tierney, though a Celtic fan, wants to further his career and is understood to have asked for the opportunity to talk to interested clubs.

Tierney saw a move to Everton fall through last summer and has interest from Napoli too this time round.
Teammates believe he will leave this window with Arsenal optimistic they can reach a compromise with Celtic who have already identified possible replacements.
The 22-year-old Tierney has had hip and hernia issues in recent months and subsequently underwent surgery for a double hernia at the end of May. He is hopeful, however, of being fit for pre-season.
