A ranting and raving bicyclist who smashed a Lyft driver’s car windows in Midtown last week, beat the man with a bicycle lock and then jumped atop the vehicle and howled to the heavens surrendered without a peep on Monday, police said.

Emilio Carpenay, 25, was charged with felony assault and criminal mischief in the Jan. 18 attack on driver 34-year-old Daniel Diaz.

Carpenay is accused of darting in and out of traffic near E. 40th St. and Fifth Ave., shouting and yelling at passersby.

“The guy came out of nowhere and began screaming at me,” Diaz, a married father of one, said in Spanish a week after the incident. “I didn’t pay him any attention because it’s normal to see people like that in New York.”

Then Carpenay used a bike lock to smash the front and back windshields of Diaz’s car.

Police suspect that Diaz, who had two passengers in his Kia, may have cut the suspect off in traffic.

Carpenay climbed atop the car’s roof and raised his arms. As he howled, Diaz got out of his car — and that’s when Carpenay struck the driver in the head with a lock, police said.

The suspect rode off on his black and green bicycle. Police later released video of his bizarre behavior, leading to his arrest Monday.

Carpenay, of Queens, has no prior run-ins with the law, police said.

Diaz was treated for a minor injury. He was able to follow through with a planned move to Puerto Rico.

He said Monday he’s glad police arrested Carpenay.

“I don’t wish bad on no one but actions have consequences,” Diaz said. “Now he can’t do this to no one else.”
