STATEN ISLAND, N.Y. -- A lottery for 44 apartments of affordable housing in Stapleton -- earmarked for senior citizens -- has been opened by the developer of the $1.5 million project.

The Bay Street high-rise -- designed to help fill the void of affordable senior housing in the borough -- is being financed by low income housing tax credits, and is part of $95 million in awards that Gov. Andrew Cuomo announced in 2014.

The building -- which has a total of 67 apartments -- borders Sands Street and is for tenants age 62 and older whose income is at or below 50 percent of the area median income, according to the state.

The remaining 23 apartments, which are not part of the lottery, have been earmarked for "frail" senior citizens, those with mobility or vision impairments -- all of whom will be referred by a social service agency, said a state spokesperson.

"We owe a debt to our seniors for their contributions to our past and for shaping our future," said James S. Rubin, commissioner of  New York State Homes and Community Renewal.

"Thanks to Governor Cuomo's leadership, seniors in Staten Island will have a safe, affordable home where they maintain their independence. I'm looking forward to celebrating with the tenants at the ribbon cutting when this innovative building is fully occupied," he added.`

LOTTERY

According to an advertisement from the developer -- the Floral Park, N.Y.-based Bay Street Housing LP -- announcing the lottery, applicants are required to meet income guidelines and "additional selection criteria."

According to the advertisement, there are three studio apartments available for $686 per month. To be entered into the lottery, senior citizens have to earn between $25,200 and $31,750.

There are 41 apartments available for one or two people for $737 per month. To be entered into the lottery for one renter, his/her yearly income must be between $26,983 and $31,750, and between $26,983 and $36,250 for two people.

The first floor of the building contains a social services office, a community room and a computer lab. There will be an outdoor recreation area accessible via the community room that provides green landscaped areas where tenants can come together to socialize.
