The new island, which locals are calling Shelly Island, didn’t form by magic, of course, but by the same natural processes that form all barrier islands. CNN even quoted an expert:
Dave Hallac, superintendent of the Cape Hatteras National Seashore, told The Virginian Pilot that Cape Point’s shoreline is constantly changing.
