Denton County Grand Jury No-Bills UNT Officer Who Fatally Shot Hatchet-Wielding Student

A Denton County grand jury has no-billed a campus police officer who fatally shot a 21-year-old University of North Texas student holding a hatchet.

The shooting happened around 1:30 a.m. Dec. 13, 2015 when a UNT officer responded to a call of a man knocking out car windows in a parking garage near campus. The man, identified as sophomore student Ryan McMillan, was wielding a hatchet.

UNT Cpl. Stephen Bean, 27, responded to the call and could be seen on dashcam video telling McMillan multiple times to "back away" as McMillan repeatedly said, "shoot me."

Investigators said McMillan moved toward Bean, who then shot him multiple times.

In the dashcam video, the officer can be seen retreating as McMillan advances; three shots can then be heard in the recording.

The entire incident — from when the officer parks his car to the moment he fires — happened in about 15 seconds.

A grand jury no-bills a case when they determine there isn't enough evidence present to support an indictment.

The Tarrant County medical examiner will determine whether McMillan was under the influence of drugs or alcohol at the time of his death. Results of toxicology tests can take up to 60 days to receive.
